JCEE is a non-profit non-governmental organization, newly established and based in East Jerusalem. It rose out of the unique situation of Jerusalem where Israel decided unilaterally to apply its laws and administration to it and took steps to separate it from the rest of the occupied territory. Its mandate is to raise awareness of the universal principles of human rights and democracy as laid out in international human rights law; to produce publications and issue reports to achieve the above goal and to better inform civil society. Its main goal in the coming years is to become an educational establishment, based in East Jerusalem, dedicated to training and raising awareness of the rights of the Jerusalemites as the political conflict over Jerusalem continues.
